I think that red is the jacket of the guy holding the sign. That's what I remember from first seeing the pictures.

Although it's important to strengthen your search chops, I'll post what was said in a previous bread for others to see, because it offers some sense of things somewhat under control.
If there is a problem with the grid, there are ways to contain an outage and isolate it to a smaller area, which would appear as a smaller dark area surrounded by a larger lit-up area when viewed from above, thus the idea of a black eye.
There are also other symbolic-sounding references to the phrase "black eye" that people found, have at it if you're inspired.
