“black color” seems to be a colloquial term or one used in none English languages that people directly translate into English, but no scientist recognize “black eye color” in humans. It is genetically impossible, that pigment does not exist.
However, black is not a natural eye coloration. The white part of a human eye is called the sclera and it comprises 5/6 of the outer surface of the eye. Every healthy person, regardless of race has a white sclera. Animals, on the other hand can have a very dark sclera. Dogs, horses and lizards for example often have a black sclera. Health problems can sometimes cause the sclera to become yellow. Certain medication like eye drops can result in that the sclera becomes transparent. When the appropriate administration of medication form has been completed the sclera returns to white again.

"The Senate and the House reached a landmark agreement to reform the process by which Capitol Hill itself handles claims of sexual harassment, discrimination, and other workplace violations," Senate Majority Leader Mitch McConnell (R-Ky.) said Thursday before the bill's passage.
He added that it "ensures that Members of Congress will be held responsible for their own misconduct — not taxpayers."

Defendants Charged With Multiple Counts Related to Interstate Prostitution and Sex Trafficking Enterprise
An indictment was unsealed today in the U.S. District Court for the District of Maine charging Sou Chao Li, 37, and Derong Maio, 37, both of Concord, New Hampshire, with one count of conspiracy to engage in interstate transportation and travel for prostitution, two counts of sex trafficking by fraud and coercion, and five counts of interstate transportation for prostitution. Li was also charged with possessing a victim’s passport as part of the sex trafficking scheme. The indictment was announced by Assistant Attorney General Eric Dreiband of the Justice Department’s Civil Rights Division and U.S. Attorney Halsey B. Frank of the District of Maine.
