FAKE NEWS. Read the actual report. They recovered the texts! All the OIG is saying is that they can't discern a pattern about why certain texts were lost based upon their content alone. The fact that some are political, work related, and personal means there is relevant and probably damning information - and that rather than only "lose" the damning ones, they just "lost" a huge swath of texts including the damning ones.
