That example was not pay-for-play. It was qan example of the Clintons using the Foundation's tax-exempt status to hide their revenue (Illegal) as brokering agents for Big Pharma (not illegal).
Based on Q's comment about national voter ID and the safe 2020 election, it doen't look like anything will be done to the fraudsters from 2018 in a way that will overturn/reverse any of those elections.
You are right about the library. But I don't think the foreign agent aspect is involved as they were not doing business with the US gov with that particular transaction, Mozambique/Big Pharma.
Of course, this is one of the most important aspects of the whole thing. Some states may be too far gone by 2020 (if not already).
