hmm Shutting down the government is the process of closing non-essential function, not putting Congress out of business. Usually those not paid during that time receive pay for not working when it is reopened. So it is really just an inconvenience to the public.

 

If this closed Congress, they could never open again since it generally requires passing a funding bill.

 

So closing the government shouldn't put congress at risk. unless power and lights in the facility are considered non-essential.

 

The real risk is that it may identify those government functions that are not essential and can be closed permanently… I think. Like maybe Dept of Education and other worthless things.
