If i contact the NSA can i be confident that i'll speak with a "white hat"? Have the "black hats" lost control completely or are they still embedded and in some form of control?

I have information, that if properly dug into could potentially expose a network of people on the dark side and lead swiftly into unmasking the enemy. These people have been and still are committing horrible atrocities and are connected very high up in the cabal power structure. I do not know the best way to proceed and am asking for guidance.
