Note how POTUS is diverted before mentioning AT&T, then about 2-3 seconds later says "capital." Not sure where he says "home," but I'm sure it's in there.

IMO, this is the most noteworthy statement: (~2:38)

"we are going to bring at least $4 trillion dollars

back into this country, money that was frozen overseas and in parts and worlds[sic?] and, some of them don't even like us and they had the money. Well, they're not gonna have the money long."

When POTUS says "frozen overseas," it's the OFAC's ("Office of Foreign Asset Control") work. They're a part of the Treasury. They also have a list of individuals and groups whose assets they've frozen:

Just noticed Obama will be heading to Singapore on March 19th, for a private speech put on by the Bank of Singapore. Wonder how he intends to get the $29 million home?
