What's stopping a white hat, from reverse hacking into the clowns servers in their EDB?

If this is true, that the CIA is in fact planting spyware and other backdoors, then it shouldn't be hard to backdoor in, all the while remaining anon and live streaming it across multi channels.

I have no skills to do this, perhaps a white hat could inform me as to if this is do-able or not.
