Your first source is from Flynn's sentencing memo. See the footnote for that statement:

>20 Certain information summarized or quoted >in this Memorandum derives from documents

>furnished to Defendant’s counsel pursuant to >the Protective Order, United States v. Flynn, >17 CR 232 (D.D.C. Feb. 21, 2018) (Doc. 22). >Undersigned counsel conferred with the >Government, which represented that >disclosing the selected information does not >constitute a violation of the Protective Order.

That may have been taken from Strzok's 302, which is Attachment B in your source 2 doc.

The second statement in your post is a quote from McCabe's memo (Attachment A, source 2 doc).

The discrepancy is easily explainable (IMO) because Strzok (and others presumably) knew that plan was that McCabe was going to call Flynn. The fact that Flynn placed the call may not have been known to Strzok and the conversation to set up the interview took place anyway, so (IMO) it's a moot point.

>Strzok was directly ordered by McCabe

Not sure what you're saying. Wasn't your post pointing out the discrepancy between Flynn calling McCabe or McCabe calling Flynn? That discrepancy was what I was answering.
