Shutdown pertains to Executive branch offices/agencies that haven't been appropriated FY2019 funds yet. It has nothing to do with whether Congress is in session. If that were the case, how would any shutdown ever end? Congress has to be in session to pass appropriation bills or continuing resolutions, after all…
