Does anyone know if Mueller's role as Special Counsel falls under 5 USC Subchapter ii?

Because if so, there's a section in there about the OMB Director receiving reports from the SC regarding 'prohibited personnel practices'.

Mulvaney may know more than we know.

Can't find where exactly but somewhere in the earlier breads today were the answers to both those questions. IIRC,

(1) Pres, VP, CoS, & OMB Director make decision as to which non-essential depts stay open.

(2) Congress stays open on schedule.
