That is the only way to square the circle of how Strzok didn't think he lied to them. Flynn told the truth to FBI but it doesn't match Pence's story thus must be a lie.

Likely this is also why they did the Strzok interview.
Page willingly gave her texts to OIG to prove they were authorized by McCabe.
Then Strzok was fired for helping with the leaks also.
The side effect was opening a can of worms around the missing texts.
