you are conflating William Barr, who was in the thick of it, with Matt Whitaker. Attempt to obfuscate duly noted.

back in the day, Orlin J. Grabbe had a lot of material about PROMIS and Michael Riconosciuto (sp?) who did a lot of mods to the stolen backdoored version that was sold to secret police WW. PROMIS was later ported from VMS to Windows NT.
