Memeanon here. I have never done this precise task before but let me share my methodology; I think it's solid.

Opened the file in graphics program.

Drew a perfect (symmetrical) circle and stretched and fit the circle until it perfectly overlaid the outer circumference, and made sure its aspect ratio was exactly 1:1.

Stroked the circle red.

Measured the diameter of the circle.

Bisected the diameter to locate the X coordinate of the radius.

Marked this with a vertical red line.

By eye, drew a horizontal line bisecting the circle.

Where these two lines cross appears to be the center of the circle(s).

It appears to be RIGHT ON the shoreline of Chesapeake Bay.

Now I'm going to locate that point on Google maps and provide lat/long

and zoom in and see what's there.

Standby…

Reply if you find any fault with my methodology.

OK here's exactly what I think they're pointing at:

Naval Research Laboratory, Chesapeake Beach Detachment

5813 Bayside Rd, Chesapeake Beach, MD 20732

MF5C+54 Chesapeake Beach, 3, Sunderland, MD

nrl.navy.mil

(410) 257-4004

Now we have something for diggers to explore!

Hamanon sees these are likely antennas, anon.

Various peculiar configurations for specific frequencies and directionalities.

Need a closer look to make educated guess about the exact type of antennas.
