Neither made that quote. Poppy said that if we knew what they had done (hinting at illegality), they would hang from nooses. Hillary made a similar quote about the election results.

Because of what she has done with her life since – the same consideration we give to people who quit drugs or leave crime and turn their lives around. Now lay off the best thing to happen to the White House since Jacquelyn Kennedy. If nothing else, we at least know that this First Lady can actually pass the physical.
