VPs (unlike Cheney who was the de facto POTUS) aren't picked because they are on ideological all fours with the Presidential candidate (here a patriotic Swamp drainer), they are picked for their ability to garner votes from other blocs or their relationship on the Hill. POTUS had to pick a semi-Swamp creature or the entire GOP wouldn't have lifted a finger to help get POTUS elected. POTUS needed a "good ole boy" and Pence was probably the least repulsive who would risk joining an anti-establishment candidate.
