That depends on how the residential and mineral deeds were assigned

 

Each star has their own mineral rights laws but in the stars I've resided in they had separate ownership for each

 

So the residents of paradise could have not owned the mineral rights to their land

And if the area is declared a permanent non residential zone somehow then the mineral rights still stand
