For any given lawsuit one of the things that must be determined is jurisdiction, in other words, does that particular court have the authority to try that kind of case? which is specified in the body of legislation.
You cannot replace administrative courts/judges with a different category, or vice versa, without major legislation.
However, appointed administrative judges might be on a fast track to try military tribunal cases or to participate in them in some fashion if they have the proper credentials.
