a) Appears to be a stock news release title. Here's a preceding one. Would not surprise me if it is a regular occurrence.
b) Pic related may be the type of thing that is considered a tunnel. Live in a city where there are several long underpasses that are called "subways". (not a subway in the NYC sense… a "way" that goes under i.e. "sub" something else)
