Had a thought while reading through this infographic.

SENATE was the target.

Because in cases of disagreement between them, the

President can legally adjourn either or both chambers

to make recess appointments.

This is likely a contingency plan more than anything, as

the real purpose of allowing/forcing Dems to cheat was

to catch crimes being committed as a means to push

Voter ID and secure all future elections.

The power to adjourn both chambers could be really

useful leverage in cases of disagreement, of which

there will surely be many..
