This isn't about DC but I live not far from JBA aka Andrews Air Force Base, and for several years huge dump trucks were coming and going. Just outside the back gate is a huge pile of dirt, hundreds of feet high covering several acres. What's more there are several more within just a few miles, I know of 2-3 moar.
