is congress considered in session during a shutdown?

Looks like congress remains "in session" during a shutdown.

This ground has been covered before. Why are we keeping "Paul Ryan" around??? If the Senate votes to go out of Session, and the House votes to stay in Session, or other way. Who does that then throw the question too?????? POTUS then is the tie breaker vote. Paul Ryan has one last job to do before retirement. This is how I remember what is coming to be decoded in bread.
