Judging from the article, it's like 3D copying something (like a structure) by a laser into a gel, and then shrinking the gel.

 

So it is not actually "shrinking any arbitrary thing", but the ability to create some structure, coat it with some material all in a blob of gel, and then shrink that blob.

 

Sounds quite interesting nonetheless – would have to read more to really understand how it works.
