All masonic organizations are based on the 3 enclosures structure of the Egyptian priesthood, and their process of training, testing, and initiation.
To become a priest meant to separate yourself from the common folk. This was the outermost or lowest level. In some temples the levels are physically organized as stairs or ramps. In others, it is just more and more exclusive enclosures.
You should recognize that this is the same layout as the Temple of the Hebrews in Jerusalem, and of any Orthodox Christian church.
The third level is the holy of holies where only priests and men with a role in the ceremony of the service may go. Priests are ordained before they are allowed to celebrate mass in the 3rd level.
