Seems like there's more to it than meets the eye. Some of these bad guys, like Coney are so flagrant it seems like they are either Secret Good Guys or they know they're pardoned. How else would someone be so cocky and just openly state their crimes.

I agree. But, I do think there are many more Secret Good Guys and, for me, that is the most exciting part of the story. Can't wait to find out who they are.
