14 month review. Part 1
What have we learned and how do we re-establish a federal government of, by and for the people? All personnel in all levels of the Judicial Branch are included in the terms employee and/or elected official below.

What: Page/Strozk texts: Government employees and their supervisors believe they have no obligation to actually work during their workday.
How: All employees and elected officials should be subject to continual visual and audio monitoring during regular work hours and any other hours that they are engaged in work related activities. These visual and audio recordings should be available in the public domain in real time. (Exceptions only for bathroom and lunch breaks.) For clandestine activities approved by Citizen Panels see #4 below.)

What: Kickbacks, bribes and pay to play.
How: Each employee and elected official must sign and date a written copy of their Oath of Office or the Pledge of Allegiance each day they are engaged in conducting the people's business. Refusal to sign the Oath or Pledge will be grounds for immediate dismissal. Failure to adhere to the Oath or Pledge will be grounds for suspension, dismissal, financial penalties and/or imprisonment.

What: Misuse of federal funds.
How: Citizen Panels will be established akin to Grand Juries that must approve all aid to foreign countries or organizations. Ditto for all contracts larger than one million dollars with companies and organizations with headquarters or affiliates in foreign countries. All elected officials voting on any legislation or authorizing any expenditure of government funds must put into the public record complete, detailed and accurate information about any benefits from the legislation or expenditure that might accrue to themselves, their family members, friends or associates of themselves or their family members. Failure to provide such accurate information prior to casting their vote or approving an expenditure will result in significant monetary sanctions and/or removal from office.

What: Abuse of classification and secrecy authority.
How: Citizen Panels will review and must provide written approval or disapproval for all documents, information and activities the government (especially the FISC) and the rest of the judiciary) proposes to withhold from the public domain. All authorizations for non-disclosure will expire after 5 years unless renewed by another Citizen Panel none of whose members served on any previous panel reviewing the documents, information or activities. Congress and all Executive Departments and contractors must get approval from a Citizen Panel prior to any non-public meeting or action.

What: Prosecutorial and Investigative abuses
How: All authority to monitor or collect information and communications of private US citizens and of government employees during non-work related hours must be rescinded until a substitute for the Patriot Act and all comparable or related legislation, regulations or Executive Orders is approved through a nationwide referendum. All agreements with non-US entities to authorize or enable spying of any kind on US citizens must be immediately rescinded.
