This might actually be what Flynn is doing as well. Every longwinded conspiracy theory explanation so far has been bad. And looking at just the facts, the judges confusion makes a lot of sense. And the only thing i can imagine as an explanation is some boyscout optics/morality decision on Flynn's part.

It's probably big investors covering shorts because there's confusion and uncertainty around the decision. With Trump publicly asking them to not do it, even a rate hike with verbiage about slowing down future hikes could be disastrous for anyone holding short positions. Thinner markets and lower volume on fomc day means they're paying a huge premium to change their minds and play it safe at the last minute.

This is a volatility powder keg skewed to the upside. The downsides still mostly priced in already.
