Not so much reproducing going on in college these days. Obama's "Dear Colleague" letters made any rational man afraid to do any more than discuss homework with any woman on campus. The traditional mating purpose of college was broken, and that was probably intentional. (I met my wife on campus. My dad met my mom on campus.)

DeVos has rolled that back, so things should be changing back to a bit more normal, slowly.

Most public schools are already locally funded. It's just the poor ones that get supplemental state or federal funding.
