The Military building the wall has always sounded like the best option to me. It will be built by the US Military.

He just said today that the US Military will build the wall. That's a done deal. Congress just gave up ALL bargaining leverage by waiting until President Trump, Commander In Chief, announce that Military will build it.
Now I'd veto it even with funding and show Congress that they just lost. Only accept exactly what you want. He didn't want 5 Billion, he wanted 20.
If Congress finds it, a big government contract with a huge builder - half of the money would get wasted and stolen.
Military is best option.
