Bump stocks are not covered by the Second Amendment.
The New Jersey magazine ban is the huge issue.
It is a Federal matter that New Jersey made that statute.
The Second Amendment is not prohibiting Congress from banning arms, its guarantee that states cannot legislate against right to keep and bear either.
That New Jersey statute is the big problem.
Magazine ban is the problem. Bump stocks are not useful as armaments.
My understanding is that New Jersey gun owners have a big problem with it.
Twenty or so round mags for handguns and thirty for semi auto rifles is standard equipment. The police and military use them as personal weapons, so the civilians get them also.
Requiring an arbitrary limit on magazine capacity such as this is the exact meaning of infringement, cutting away small pieces slowly.
The first amendment start "Congress shall make no law…" meaning that the Federal government cannot take first amendment rights.
But the second amendment does not limit itself to Congress, and applies to state governments as well.
