Well, IS / ISIS were funded and materially supported by primarily the CIA & Obama's SF, and secondarily Israel, Turkey, SA and some Gulf States etc. So they are 'independent' (!) in that sense.

As to not existing, maybe some of their propaganda beheading videos were fake and produced in the Ukraine (perhaps with NoName's involvement) but for sure, there is ample video evidence that the scourge of beheadings etc that they imposed on the local population was completely real.
