The other thing to not be overlooked here, imo, is the mention of the Omnibus Bill that put the semi inflated dollar amounts in for the Corp of Engineers and the DOD.
Given the State of Emergency, Trump needs not the approval of Congress to address the issue however he sees fit.
The fact that Congress did not pass a balanced budget, allows that omnibus money to be withheld altogether (Planned Parenthood), or moved and spent in fashions other than were intended.

I expected POTUS would have used money from the Corps of Engineers and Military to build the wall before this. Obviously, their plan differed, but if that pans out as such, and I think it will, the Dems won't know if they want to shit or go blind!
