I had the idea of digging narrow and shallow canal and just use rail cars on rafts that would be able to be put on track over high elevations and back into water
You would need tug boat type rail system for floating and then over inclines on rail and back again
Easiest way is using rio grande as far as possible then rest of way use canal
Or rio grande as far as possible then make deal with Mexico or share access because few rivers run off rio grande and come pretty close to the other side of Mexico toward pacific
