The rate hikes have already happened, they have studied the system well enough to be pretty sure when the impact will take effect. If there is a plan to combat the hikes, they too need to be in motion already. The economy you see today is the result of levers that where pulled 18 to 24 months ago. The exceptions are big shocks that are unexpected (possibly like Trump getting elected) and there are very few of those.
