Another related issue is shelf companies. They are essentially shell

companies available “off the shelf,” but which often have been incorporated in the past to make

them appear “established” to outsiders; they are attractive to criminals looking for ready-to-use

legal entities.

The article doesn't say but I would guess attorneys would be a good source for 'shelf companies' since attorneys often act as registered agent.
