France Takes Steps To Replace U.S. Forces In Northeastern Syria

 

France will keep its forces in Syria, despite the U.S. decision to pull its troops out of the war torn country, France’s European Affairs Minister Nathalie Loiseau said on December 20.

 

“For now, of course we are staying in Syria because the fight against Islamic State is essential,” Hurriyet Daily News quoted the French minister as saying on the CNews TV.

 

Following Loiseau’s announcement, France’s defense minister said that ISIS has not been defeated yet. The statement appears to be a response to U.S. President Donald Trump, who claimed a day earlier that the terrorist group was defeated.

 

“ISIS has been weakened more than ever, but it has not been wiped from the map nor has its roots. It is necessary that the last pockets of this terrorist organization be definitively defeated militarily,” defense minister, Florence Parly, said on Twitter.

 

Paris, which was reportedly surprised by the U.S. decision, will try to “ensure the security” of the Syrian Kurds who fought with the US-led coalition against ISIS, according to Agnes Von der Muhll, a spokesman for France’s Foreign Affairs Ministry.

 

“The United States must take the protection of the populations of northeastern Syria and the stability of this area into consideration in order to avoid any further humanitarian tragedies and any return by the terrorists,” the Washington Examiner quoted the French diplomat as saying.

 

The France-Press Agency (AFP) said that two senior commanders of the Syrian Democratic Forces (SDF), Riad Darar and Ilham Ahmed, will visit Paris on December 21 and hold talks on the U.S. withdrawal from Syria.

 

Local observers believe that France is trying to take advantage of the situation and replace U.S. forces in northeastern Syria. A task that Paris will likely fail to achieve on its own due to the complexity of the situation in Syria.

Petty Officers Engage In Group Sex With A Minor — On Camera. Is The Navy’s Response Enough?

 

The U.S. Navy is kicking out four petty officers who stand accused of sex crimes with a child. The departing sailors, however, will escape the threat of a court-martial.

 

The charges stem from an incident that took place at Naval Base Kitsap-Bangor on Sept. 19, 2017, and allege that the four sailors engaged in sex acts with a child who was “less than 16 years old but more than 12.” Charge sheets also indicated that they engaged in those acts “with the door open, and with open recording of the group sex using photography and video equipment.”

 

An investigation was launched pursuant to an anonymous tip, and the four sailors were charged with a number of offenses including child pornography, committing a sex act with a child and allowing a non-family member to stay in a barracks room overnight. It was determined that the four had discussed the group sex around the smoke pit, and had then gone back to the barracks to carry out their plan. There was reportedly no indication that the girl was not a willing participant.

 

On Dec. 13, after more than a year of investigations and article 32 (procedural) hearings for each defendant, the hearing officer recommended non-judicial punishment (NJP) and the Navy declined to go forward with courts-martial.

 

Submarine Group 9 spokesman Lt. Cmdr. Michael Smith explained, saying, “the sailors were not taken to court-martial because there was insufficient evidence that they were aware the victim was underage. The sailors were held accountable for their actions and are being processed for separation.”

 

According to a Virginia Circuit Court judge who spoke to TheDC on condition of anonymity, the case is likely quite a bit more complicated than it appears at first blush. Sex crimes involving a minor — when it’s conceivable that the accused are truly unaware of the age of said minor — are often difficult to navigate. They are even more difficult, he said, when the question of consent is murky and the “victim” is not also a complaining witness.

Major Russian bank ready to shut off Visa & Mastercard, halves dollar holdings

 

One of Russia’s state-run banking giants sanctioned by the US, Promsvyazbank, has brought its security deposits payable to international payment systems – Visa and Mastercard – down to a minimum.

 

The measure is set to be implemented by converting domestic banking transactions to Russia’s Mir payment system, launched by the Central Bank of Russia in 2015, a year after Western sanctions against the country were introduced.

 

Russia’s ninth biggest financial institution has also reduced its foreign-exchange holdings, according to Promsvyazbank president Pyotr Fradkov, as quoted by Russian business daily Vedomosti.

 

Security deposits are commonly used as proof of intent for lenders to guarantee fulfilment of their settlement obligations. The amount of such a deposit depends on the bank’s daily turnaround.

 

“We have carried out the necessary work with Visa and Mastercard. Our partners agreed with the measure and are ready to work with us in the same mode,” Fradkov told the media. “We are not cancelling work with Visa and Mastercard. There haven’t been any reasons for that yet.”

 

“Security deposits are still presented in the payment systems, so we deliver on our commitments,” he said, stressing that the volume of the deposits had been reduced to their minimums.

 

According to Fradkov, Promsvyazbank is currently setting up work with Russia’s national payment system Mir and its operator Russian National Card Payment System.

 

The bank chief added that the share of active foreign exchange assets operated by the bank shrank from 17.5 percent to 6.8 percent, while passive assets were reduced from 12.6 percent to 5.7 percent.

 

Earlier this year, Promsvyazbank, which was previously privately owned, was bailed out by the Central Bank and then chosen to service Russia’s defense sector needs. The bank’s latest move comes as part of Russia’s efforts to protect its financial system from the risk of a further tightening of US sanctions.
