To me, it just means that Pence's spot is not locked in, and precedent exists for Pence doing exactly what Mattis has done. (OR Agnew, if the pedoshit were to come up, for example)

 

It's good to remember that like Reince Preibus, Pence was given to Trump in a sense, because Trump would not have gotten the nomination if he had put his first choice forward.
