It's time for him to step down and vacate the position for someone else.

Remember, moving people around is part of management. When tasks complete, rotation of assignments and other such things are normal. It's not a rebuke of Mattis, and Mattis is not changing sides. It would be very unusual for him to simply resign with no protest, or for him to be 'fired' for no reason. This is the best way to handle the rotation.
