Learned helplessness…
…in order to raid the public purse one has to become helpless and a victim. When personal profit is attached to victimhood, small wonder so many choose to become victims. And creating victims is the quickest way to disempower individuals. If you are not the cause of your own dis-ease, misery, whatever, then you have no power to effect change because it;'s all being done TO you. Bingo - the perennial victim
Alternatively, take responsibility for yourself and for the consquences of your actions and admit liability where appropriate and, hey presto, you can do something to change things - if you are the architect responsible then you can have the power to make the changes.
That's what Q is trying to teach us, imo.
