He might, I don't know. The Senate was set up to have a 2/3 majority to pass laws. Its supposed to be difficult to pass laws. If he chooses to use that option now, then who can say it can't be used for something you don't like. Thats why Harry Reid fucked up doing the nuclear option in the past.
