Government, New establishment of subsidies not going through Okinawa Prefecture Distribution to direct municipalities Concerned about weakening autonomy of prefecture
【Tokyo】 The government found out that the Okinawa budget proposal for 2019 will include 'Okinawa Promotion Specific Project Promotion Fee', which was supplemented with supplementation of Okinawa Promotion Lump-sum Grants. Project cost is 3 billion yen. According to stakeholders, unlike the lump sum payment that the prefecture decides allocation to municipalities, the country can directly charge the municipalities as a new grant that does not go through the prefecture. Including fears to strengthen direct involvement of the country by allocating budget to municipalities business and weakening autonomy of Okinawa prefecture, it is likely to be discussed in the future.
The promotion expenditure was newly included in the budget proposal.
It is said that it will promptly and flexibly respond to municipalities' projects as a purpose of new construction.
The government has strengthened its policy of setting the budget for Okinawa budget for 2007 to ¥ 30 billion. The total amount will be the same as the initial budget for FY 2006. Of these, the lump-sum grant will be reduced by 9.5 billion yen to 109.3 billion yen, the lowest since the establishment of the system in FY 2012.
