You see why Chicago is the way it is, so your going to turn other areas into Chicago esque culture as well with this strategy and then nobody is going to want to live there and people are justing going to flee from those areas faster than a freight train.
The problem with trying to secure their votes with any strategy you use with them is it becomes the next murder capital in any state no matter where you pour your money at. Just repatriate them back to Africa, do something useful for once instead of playing the merry go round every 50 years. The country would be better off in the next 100 years for it.
