The measure does not mean North Korea has relaxed travel restrictions at its Chinese border, however, Radio Free Asia reported Thursday.
Sources based in North Korea's North and South Hamgyong Provinces told RFA the "movement of residents into and out of areas have become easier," after authorities began to implement new policies.
One source in South Hamgyong Province said the new rules do not apply to the border area facing China, Pyongyang and "special zones."
