This. I think that's the point of it. Q puts a laser pointer on a faked headline that essentially stated the same thing, and pointed out the dumb ass Journo was stupid enough to correct it with the right article headline, that essentially shows him as pointing to POTUS being a dumbass no matter what he does in Syria.
The point is, everyone now knows the dude's a never-trumper dumbass. Just like how POTUS did stuff like this all the time:

Vox goes on to dispute the Trump "crime" tweet with actual statistics that could, for all intents and purposes, basically support exactly what the "exaggerated" graphic in the original tweet claimed.
