Guessing one of two reasons…
First, he let the rank and file agents know that if they've been on the wrong side of the fence, NOW would be very good time to retire (drain that swamp).
Second thought: He was organizing them, passing out assignments and prepping them for mass arrests during the coming "Ten Days of Darnkess".
