There are several formulas to decoding POTUS tweets. Sometimes they are timestamps….etc. This decode goes like this…

Assign a number to Out of place capitals "PER SENTENCE" (a=1, b=2….etc)

Sentence #1:

Sentence #2:

(W)orld 23

(B)order 2

(S)ecurity 19

Note: if the second sentence had a number betweet 1 & 59 you would look up a timestamp. (example: 13:59) but since 67 cant be a timestamp you place the 13 and 67 together. 1367
