Kushner is heavily involved in the meetings. Seems they are trying to work out a deal, perhaps more than a short term shutdown. I would expect DACA to be on the table.
I believe he still needs Congress to approve re-appropriation of those funds. That's at least the arguments I have seen over this past week.
