Will the house and senate do their changeover if the Govt is shutdown?

I understand it won’t affect most of the govt operations. I just wonder if the current bill has to be handled with the members currently in. And not passed on to the new members. If so the new senate can pass the bill with the new 53. It already passed the house which was more blue for the new members.

Not new. I just saw this as a strategy with changeover after New Years. POTUS said he is prepared to have a long shutdown.
