They're discussing the theoretical possibility of adding bulk quantities of Al nono-particles to fuels to increase their specific energy for hypersonic aircraft purposes, not regular jet engines. It would be a colloid of metal powder with just enough other stuff to make it a liquid. Do you have any idea how expensive that stuff would be? They're not secretly mixing it into jet fuel.
