FFL's (Federal Firearms License) are the sellers of weapons. Your pawn shops, Walmarts, sporting goods store, all FFL's. They have to keep meticulous documentation of who buys, consigns, trades, etc any firearms that go through their store. During F&F Holder's DOJ was threatening to revoke FFL's of dealers that didn't agree to play ball and sell to people they knew were straw purchasers for the cartels.
